A look at the latest progress on Portland\u27s deal with The Olympia Cos. to redevelop the Maine State Pier. Some critics say the city\u27s decision to forego rent for 20 years is a sweetheart deal. Still under debate is whether the city or the state owns the submerged grounds beneath the pier. A legislative committee rejected a bill to increase the city\u27s lease on the pier from 30 to 75 years, making it more difficult for Olympia to secure financing. A megaberth that was originally part of the plan will be built separately because it would have been difficult for Olympia to finance it
