State legislation last year mandated that the Maine coast be divided into lobstering zones, each managed by an elected council of lobster-fishing license holders. This bottom-up or co-management conservation strategy may well become a model for the Maine fishing industry as well. Fishermen have a natural interest in conservation, and when they collectively send a bill to the state Legislature, it is likely to be passed. Details
