City piece on the Portland Downtown Hospitality Association (PDHA), a group of local bar owners that formed last year, which is calling for self-policing of bars, with strict enforcement of established, but as-yet undetermined rules. The PDHA was scheduled to meet on March 27 with Rena Masten, executive director of Portland\u27s Downtown District, a quasi-governmental group that deals with economic development and other issues in the city\u27s retail sector.
