City piece on new restrictions being proposed by Portland city officials that would reduce the number of bars in the city\u27s Old Port section, and prevent mega-landlord Joe Soley from acquiring control of more bars. Among the potential changes is one that would tighten the rules concerning how many bars a person can own (currently three). Another change would reduce the number of entertainment licenses available in the Old Port (currently 27) and distribute the remaining licenses by lottery. And Gary Wood, the city\u27s attorney, wants to give failed bars just 90 days to sell their licenses (currently they have six months). Wood has also suggested increasing the distance new bars must be located from existing ones
