City piece on a plan to sell the Fore Street Parking Garage, which is being considered by the Portland City Council. The idea was originally raised by City Councilor Jay Hibbard in 2001, when he was chair of the council\u27s community development committee. The idea is now being promoted by City Councilor Jim Cloutier, the current chair of the council\u27s community development committee. Both councilors are now maneuvering to take credit for the idea and to control of the money that the sale will generate
