City piece on the Portland City Council\u27s approval of plan to start charging island residents for the right to park in the city. The fees will range from $45 to $75 a month, depending on proximity to the Casco Bay Lines ferry terminal. Mary Lou Wendell, an organizer of Islanders for Parking Justice, and the speaker for those who have joined the group, complains that the city is making it prohibitive for low- and middle-income people to live on the islands. David Cohan, the city\u27s waterfront property manager, explains that waterfront parking is probably the most valuable in the city and that the city\u27s need for additional revenue is one of the concerns driving the implemention of the new parking fees
