City piece on an annual budget meeting held by the Cumberland County Commissioners on Dec. 10, which the commissioners did not want videotaped. Some members of the Cumberland County Democratic Committee said they believe the county\u27s decision not to hire public access channel workers to tape the meeting had to do with fears the tape could become part of a legal dispute between the county and the city of Portland over $4.2 million in unspent funds. The meeting was taped by a volunteer who intends to cablecast the event later in the month
