Cover Story piece on Portland\u27s waterfront and what it may actually be worth if the city were to allow unhindered commercial development. An existing study shows some type of redevelopment on the former Bath Iron Works site could generate about $3 million a year in taxes. In comparison, 24 municipal jobs had to be eliminated this year because of a $2 million budget shortfall. But some say it makes more sense to continue protecting the fishing industry. According to Jeff Monroe, Portland\u27s waterfront director, the fishing and shipping industries and their ancillary services brought $360 million into Portland in 2000, a figures that dwarfs the $40 million that cruise ship and ferry passengers contributed. Most people agree, however, that mixed use, allowing traditional, maritime operations and tourist-based, retail businesses in the same area, is the best plan for the future of the waterfront
