City piece on the Cumberland County Jail and its out-of-control budget. Annual costs for maintaining the jail consume 54 percent of the county purse, up from 35 percent in 1990. Under consideration for the 2002 budget is a move to limit the number of towns in the county that receive patrol service from the sheriff\u27s department. Peter Crichton, the county manager, has recommended cutting $600,000 from the jail\u27s budget.
