City piece on Seiha Srey, 19, of Portland, the youth accused, but never tried, in connection with the 1998 murder of Robert Joyal, 18, of Gorham. Srey has been charged with simple assault as a result of an Aug. 27 altercation at a Dunkin\u27 Donuts in Portland with Young Phung, 18, also of Portland. Another youth, Chanara Sok, 15, of Portland, has been charged with aggravated assault in connection with the incident. Srey is scheduled to appear in court on Oct. 24
