City piece pointing out the Portland\u27s ordinance limiting to three the number of bars that one person can own in the Old Port is seems to be flawed. A case in point is Thomas Manning, who is the sole owner of Digger\u27s on Fore Street and the Iguana on Wharf Street. Manning also owns 95 percent of the shares in the Mercury on Free Street. In addition, he owns 30 percent of the shares in the Pavilion, but isn\u27t in deemed in violation of the ordinance because he doesn\u27t own 51 percent, or a controlling interest in the Pavilion.
