Cover Story piece on Jeff Monroe, 47, Portland\u27s waterfront and transportation director who is pressing forward with a new development called Ocean Gateway, which is planned for the present Bath Iron Works land on the east end of Portland Harbor. The plan will replace much of Portland\u27s working waterfront with restaurants, shops, offices, conferences facilities and perhaps even a hotel.
