City piece on a Maine Civil Liberties Union (MCLU) request to local law enforcement agencies for statistics on citations issued by race. Racial profiling is the practice of targeting individuals based on their ethnicity or race and is a growing problem, according to Sally Sutton of the MCLU. Numbers supplied by Cumberland County Mark Dion show that less than 1 percent of the citations and warnings issued by his deputies were issued to minority members. According to 1998 census figures, about 3 percent of Cumberland County\u27s population is nonwhite
