City piece on Portland School Department officials who used $370,000 of about $2 million in annual budget surplus funds for a new boiler needed at the Lyman Moore school, and a new roof needed at the Lincoln school. In March, when the school department asked the city for the funds, City Manager Bob Ganley and others said the request might have to go to the voters for approval. Concerned about delays and uncertainties about putting the issue out to a vote, school administrators found the money in their own surplus account
