City piece on Portland\u27s summer English as a Second Language (ESL) classes, which were canceled after federal funding dried up. Thanks to private donations and community support, the program was reinstated on a limited basis last year. Marguerite MacDonald, grant manager for multilingual education in Portland, has collected $8,000 from area companies so far this year, enough to offer free ESL classes during the summer to kids in all grades. Last year about 250 students attended the summer ESL programs. MacDonald hopes 300 to 400 will participate this year
