City piece on a possible political fight brewing in the Portland City Council over two appointments to the Portland Planning Board coming up in January. Cyrus Hagge and Ken Cole, board members who are perceived as pro-development, face a council that shifted last spring toward supporting slower growth. Both men are seeking reappointment to the only two open slots on the board. Hagge ran for the council in 1998 and lost to Jim Cloutier, who now chairs the committee that helps appoint planning board members. During that race, he criticized Hagge for voting for the Redlon Park housing development to be built on some of Portland\u27s last open land
