Portland\u27s English as a Second Language program is well-regarded nationally, and has won recognition and grants from the federal government. The program currently serves 660 students, compared to 45 in 1985. Some of the students in the program say there are lower expectations for ESL students than for mainstream students, and spending four or more years in ESL classes can be frustrating. The Portland chapter of the National Association for the Advancement of Colored People is troubled by the Portland school system\u27s treatment of students of color, and is concerned there are so few non-white teachers and administrators.
