The federal Office for Civil Rights is investigating the Maine Department of Human Services and Catholic Charities Maine for allegedly not supplying interpreters for clients who speak little English. DHS contracts for interpreters with Catholic Charities, and has plans to install a 24-hour telephone interpreter service to ensure that non-English-speaking clients receive assistance
