City piece on Kevin McQuinn, a member of the Portland Planning Board. McQuinn is employed by broker Richard McGoldrick, owner of Commercial Properties. Commercial Properties represents Union Water-Power Co., the owner of the 14-acre property on Canco Road in Portland proposed as a site for a new Maine Department of Human Services office complex. McQuinn was the only member of the Planning Board to vote in favor of the project, prompting Portland city attorney Gary Wood to say that McQuinn should have known better than to present the appearance of a conflict of interest
