Ibrahim Shire Hirsi, a Somali refugee, his wife Asha Ahmed Omer, and their nine children, have been living in a three-bedroom apartment on Cumberland Avenue since March 1, 1996. The two youngest girls are suffering from lead poisoning, and the state has posted the apartment building for lead hazards. Details
