Justice G. Arthur Brennan yesterday sentenced David Brown, 33, to 18 days in jail on four misdemeanor assault charges. Brown, a former dormitory supervisor at the Gov. Baxter School for the Deaf in Falmouth, was accused of touching the breasts of three teen-age girls at the school. Brown did not contest the four charges, and under a plea agreement two counts of unlawful sexual contact and three other charges of assault were dismissed. Under Maine law, the touching of breasts is not considered sexual contact, but is grounds for assault
