The Portland Zoning Board of Appeals on April 25 ruled in favor of the Project for Supported Living, a drop-in center for developmentally disabled people located at 116 Free Street. Peter Quesada of Fore River Co., owner of the Baxter Building, is unhappy with the ruling. The Baxter Building is the PSL\u27s largest abutting property, and Quesada said he doesn\u27t think the center is an appropriate Pedestrians Activities District use. The zoning board has agreed to hear the case all over again and has set a tentative date of June 6
