Peter Evans, attorney for Mark Hider, said the National Rifle Association was targeting Portland Polcie Chief Michael Chitwood when it paid Hider\u27s legal fees. Chitwood in 1989 refused to issue Hider a concealed weapons permit, and the NRA\u27s Firearms Civil Rights Legal Defense Fund paid $12,000 toward Hider\u27s legal fees. Hider says the group abandoned his case after he lost an appeal in the Maine Supreme Judicial Court two years ago
