Residents of Portland\u27s Deering Center initiated a study of traffic on Stevens Avenue, and as a result of their findings devised a plan to calm traffic on the heavily travelled commuter road. Resistance to the plan convinced the group to scale it back, and the compromise mirrors a retreat throughout Greater Portland and Maine by alternative transportation advocates. The Maine Sensible Transportation Act of 1991 is under attack, as powerful forces in the state push to widen the Maine Turnpike, build more roads and go to expensive lengths to help commuters get to their destinations a little faster.
