Second of a two-part series on Maine\u27s juvenile justice system. The juvenile justice system in Maine is overburdened, due not only to the increase in offenses perpetrated by juveniles but also because of a lack of funding for early prevention programs, probation officers and tracker and other alternative programs. Some critics of the current state of affairs say that what\u27s needed is a leadership that prioritizes matters and then funds the programs that can make a difference in the lives of juvenile offenders.
