The Portland City Council voted 7-2 in favor of adopting a proposal to relax the city\u27s 1987 waterfront ban on non-marine uses. The new plan allows non-marine uses of up to 50 percent of all new and existing buildings in the central waterfront area, and allows buildings within 35 feet of Commercial Street to house non-marine-related operations.
