John Menario became city manager of Portland in 1967, and held that post until 1976. During his tenure Menario oversaw the construction of a network of roads and two parking garages, helped attract the Cumberland County Civic Center and the Holiday Inn by the Bay to the city and personally raised money for the construction of the International Ferry Terminal.
