In major cities across the United States, low-income, minority neighborhoods are faced with significantly limited access to affordable, nutritious foods. Scholars and policy makers have used the term food desert to describe these areas where the low availability of healthy foods has resulted in serious public health and economic consequences. In this paper, we conduct a policy analysis examining two potential solutions to the national food desert problem using the Lower Ninth Ward of New Orleans, Louisiana as a case study.
