Serious ethical questions regarding the preparation of prospective school administrators have arisen as a result of the American educational reform movement. The university is responsible to a number of stakeholders. Of primary concern are the students, the state, and the employing school district. Of equal concern, but further removed from direct contact with the university, are the faculty, students, and parents in the employing school district. Thus, preparation programs for administrators who will lead schools and school districts have considerable social impact.
