Science and Technology Policy after the Post-Cold War and Underlying Ideological Principles (Special Issue Dedicated to Professor Harushige YAMASAKI)

This article deals with the current trend of science and technology policies of the developed countries after the Cold War. One of the most critical issues is the commercialization, or privatization, of huge national institutions which have worked for military R&D with a big government expenditure. The Clinton-Gore Doctrine in U.S., and other conversion policy efforts are now in fierce political debates in each countries, because such policies could not be performed without "pain", especially for the military-industry complex estabished in the Cold War time. The writer introduces some theoretical issues underlying the political debates on the science and technology policy. One of the most influential ones is the SPRU program based on the Neo-Shumpeterian methodology, which brings a strategic thought in this transition of the national R&D policy from military to commercial. But this concept should be complemented with the socio-economic analysis of the new industrial society based on high technology.
