Shoueki Ando, a medical doctor in the 18th century in Japan, was an excellent thinking man. But his thought had not been noticed untill 1899. And after the second world war, his thought has been gradually brought to light. However, the thought of Shoueki Ando has not been cleared till now. As insurance system has been introduced to Japan in the 19th century, the thought of Shoueki Ando could not influence insurance thought in the beggining. However we can notice some important similarities between his thought and insurance one. This paper has a purpose to study the thought of Shoueki Ando, and author intend to clear the works of Shoueki Ando in this number
