Now, social welfare is undergoing many drastic changes toward 21th century in Japan. We have to change how to teach and educate social work and welfare in our university according to the such changing structure of social welfare. This paper deals at first with the system of social work practicum (field work) in our curriculum, and next with the recent trend & content of social work practice theories. This paper introduces the ideas of "Empowerment" and "Advocacy" as new social work skills to assist the dependent people, and examines the supporting system to help their self-reliance
