Precarização do trabalho: avaliando a deterioração do mercado de trabalho na Região Metropolitana de Porto Alegre

In Brazil, the precarization of the labour market conditions has been pointed out as one of the main problems related to the process of productive restructuring, which occurred more intensively from the early nineties onwards. In this context, the objective of this article is to analyze the prevailing direction in the evolution of the main indicators of the labour market, under the hypothesis that there has been an increase in the level of precariousness of the labour relations during the period 1992–04. In order to analyze this subject we use a synthetic statistical measure — an index of precarization — which encompasses multiple dimensions of labour conditions, using data from a monthly survey at the Metropolitan Region of Porto Alegre (PED-RMPA). The main outcomes indicated a rise in the level of precariousness in the labour market, which has been expressed in the rise of unemployment rates, job instability and insecure forms of work as well as in the lack or absence of social protection.As transformações no trabalho, associadas à reestruturação produtiva ocorrida no Brasil a partir da década de 90, têm imprimido alterações substantivas e impactos diferenciados no mercado e nas relações de trabalho, originando debates e interpretações conflitantes. Nesse contexto, o presente artigo tem por objetivo apreender o sentido prevalecente na evolução dos principais indicadores do mercado de trabalho, perseguindo-se a hipótese de que houve uma crescente precarização das relações de trabalho no período 1992-04. Para tanto, procedeu-se à construção e à análise de um índice-síntese, o Índice de Precarização (IP), utilizando dados da Pesquisa de Emprego e Desemprego na Região Metropolitana de Porto Alegre (PED-RMPA). Ao integrar múltiplas dimensões relativas às formas de inserção ocupacional, o IP evidenciou uma maior precarização no mercado de trabalho metropolitano, uma vez que a queda acentuada do índice entre os subperíodos 2 (jul./94-jun./96) e 4 (jul./98-jun./ /00) não logrou ser contra-arrestada pela evolução positiva da maioria dos indicadores ao final do período em análise.
