The intent of the lodge system was and still is to house low to moderate income seniors. Individuals were very healthy and capable. It was not, at that time, common place to see residents with walkers in a lodge. Today, lodges house individuals with canes, walkers and even wheelchairs. Presently, to be accepted into a lodge, individuals must go through an application process. The lodge operator is required to prioritize applicants by using a point scoring system. The person who is top priority is offered the first available room. Point scoring includes many issues from nutrition to life enhancing skills, access to services, physical and mental well being, mobility, availability of other accommodations and finances. The applicant is asked if they are receiving the Alberta Seniors Benefit and/or if their Alberta Health Insurance Premiums are exempted either fully or partially. The Alberta Government and lodge operators have been looking at two areas of concern with today’s lodge system. The first issue is funding and the second is aging in place. Funding Lodges receive funding in three different ways: 1. Rent from individuals residing in the lodge. Rents are set for each Lodge by its Governing Board of Directors. 2. A Provincial Government Grant based on occupied rooms. Rural lodges have been receiving $4.80 per day per occupied room while urban lodges have been receiving $3.60 per day per occupied room. 3. Requisitioning the local Municipalities. This is set by the Governing Board of Directors. Peter Dawson Lodge residents presently pay $745.00 per month. This includes their room and board for the month as well as some activities, personal laundry, parking and plug-ins. Rents will be increased in the new year due to the rising cost of inflation. Right now, expenses run at approximately $987.00 per person per month. This is a difference of $242.00 per month which comes from the local Municipalities and/or theProvincial Grant. Please be aware that rents contribute to only 60% of the Peter Dawson Lodge’s yearly revenue. Requisitions from the local municipalities contributes 23%, Provincial Grants 11.5% and 5.5% is other income such as guest meals, interest, etc., of the yearly revenue. Aging in Place All lodges across the Province are offering more services than the original mandate included. Lodge operators and the Alberta Government are trying to define the different levels of supportive housing offered by each individual lodge. The core services which must be offered by all lodges across Alberta are: affordable maintenance free housing, basic room furnishings, housekeeping services, three meals per day plus snacks, building security, 24 hour non-medical staffing, referral to community based services, laundry services of lodge linens and towels and opportunities for life enrichment activities. Extras that some lodges are providing are: personal laundry services, providing and/or coordinating transportation services, referrals to health services, coordinating and providing space for health professionals, personal assistance such as meal reminders, cutting meat at meal time, bathing etc. These extra services are allowing people to live longer in a lodge setting but at the same time are costing lodge operators more money. What All This Means- A study was done by the Provincial Government in November of 2001. This study was to find out how many individuals living in lodges are receiving the Alberta Seniors Benefit. The Provincial overall percentage of Lodge residents receiving either an Alberta Seniors cash benefit or having all or part of their Alberta Health Premium waived was 77%. The percentage of Peter Dawson Lodge residents receiving either an Alberta Seniors cash benefit or having all or part of their Alberta Health Premium waived was 66.67%, slightly lower than the Provincial average. With times changing, so is the outlook of lodges in Alberta. Some lodges are partnering with their local Health Authority to offer ‘Aging in Place’. Keeping the frail senior in the lodge longer by offering more services. This is partly due to the shortage of Long Term Beds. We will be seeing a change in the Provincial Government’s funding formula in the near future. The Government has started looking at the percentages of those receiving the Alberta Seniors Benefit.Coming up in 2004 the Government will begin a change to the Lodge Assistance Grant. A grant of $5.50 per day will be paid to the lodge for those individuals receiving the Alberta Seniors Benefit. For those not receiving the benefit, the Lodge will be losing this grant. To compensate, these individuals will most likely see an additional charge added to their monthly rent to offset the lose in revenue. We are working very enthusiastically on our entries for the Fall Fair. We have excellent printers as well as many budding artists in the Grade 1/2 room! In our second week of school, we had our school pictures taken, and hopefully they will be ready soon. Mrs. Phair is very pleased to report that all the grade 1 and 2 students participated in and completed the entire route on the Terry Fox Run day ©. We were thankful that the weather cooperated that day, also. The l's and 2's enjoyed the early snowfall even though it came in the last week of summer. There were many snowmen and snow forts assembled in a short order (which made "snort order" of the available snow, but we had fun!) In Social Studies we are learning all about the community in which we live. Science has us studying in depth the five senses. Our Mother Goose and Fairy Tale unit is giving us an opportunity to learn or review basic literacy skills such as beginning letter sounds. We are also learning in this unit, components of fairy tales and how to order events in the stories we have been reading. Grade l's have learned many sight words and soon will be reading voraciously! (The teacher is very excited about their progress.) Math finds us learning and reviewing basic numeracy skills. We have been doing a lot of counting, learning number words and many colour words. Hot dog sales began again the second week of school. A big thank you to Mrs. F. Thompson for coordinating the first month of sales. This is a grade 1 to 4 fundraiser, and proceeds will go towards funding field trips such as the one to the Zoo last spring. We observed the first day of Fall on September 23rd, and soon we will be setting our clocks back one hour. The students are really looking forward to the Fall Fair, Thanksgiving and Halloween. On a last serious note, we at the school are working very hard to be a nut free zone with emphasis on peanuts—no peanuts or food with peanut products allowed. W'e ask that you please bear this in mind when you are preparing food for a school function or when sending lunches with your child(ren) to school.
