Present were Mayor Bath, Councillors Umscheid & Vooys, Municipal Administrator Colleen Deitz, Bill Brown, Brian McEvoy from Alberta Labour, and Don Holmes on behalf of the Fire Department. The minutes of the meeting held on January 15, 1996 were read. The minutes from the Special Meeting held on February 6, 1996 were read. Mayor Bath moved the adoption of these minutes. CARRIED. Discussed the Solid Waste Authority Meeting to be held on February 20, Mayor Bath and Councillor Vooys will be attending this meeting. On January 16, we sent a letter to the Authority agreeing with their resolution to take over the land fill site at Milo. However, we stipulated in that letter, that we felt that we did not have the authority to do so as the County of Vulcan is the Registered Owner of that site. We then received a reply from them (Mr. Tom Roberts) on January 17, stating that the Village does own half of this site as they are the Registered Owners of 1.42 acres on the East Side of the Tracks. Council discussed the fact that he was referring to the sewage lagoon. We have now received a copy of the agenda for the February 20th meeting of the Solid Waste Authority with item 7 on the agenda stating: "Despite the correspondence with the Village of Milo, the Authority still has not received any official approval for the operation of the Village of Milo dump from the Village of Milo. It appears the Village of Milo continues to allow commercial/industrial dumping in their dump, which uses up the very little space that is left, and they charge a fee for this service. It appears that the Village of Milo wish to continue to operate their dump and in fact, have their dump run out of space because of the way it is being operated. As a result, it is suggested that the operation of the Village of Milo dump be turned back to the Village of Milo and that the Authority no longer have any responsibility for this dump. MOVED BY MEMBER that the Village of Milo be advised that as the Authority has received no official approval for the operation of the Village of Milo dump, and as the Village of Milo continues to waste the space in the dump by allowing commercial/industrial dumping for a fee collected by the Village, and whereas these practices continue to hamper the effective waste management in the area, that the Village of Milo be advised that the Authority will not be operating the Village of Milo dump effective March 1, 1996 and that it is possible that the Village of Milo will be required to pay a fee for the disposal of Village wastes in any other facility operated by the' Authority." This above motion is to be voted on at the meeting of the Solid Waste Authority. We have discussed this matter with Wayne Davey, Chairman of the Authority and Dick Ellis. They feel that this motion will not pass. The charges for dumping that they are referring to were for two charges for 1995, these charges were to Companies that reside outside of the County of Vulcan, and the charges were for the Village to recoup their expenses for building the fence that surrounds the dump. Both charges total $150.00. Mayor Bath and Councillor Vooys will be advising the Authority that they were given permission fromthe Village to operate the dump and that the ownership of the dump is a problem between the Village and the County. Received notice that the 1996 Summer Temporary Employment Program (STEP) is available again this year. Mayor Bath made a motion that we participate once again in STEP, Councillor Vooys seconded. CARRIED. Mayor Bath advised that the Hold back on the Mark's Oilfield bill is still outstanding. Decided that this would be discussed at the next meeting. Harold Magnuson requires a letter from the Village Council regarding his proposed development at the Lake. Council is in favor of them doing this development and has no objections to the proposal, however until we have specific specifications on the water and sewer requirements, we can not provide answers as to costs, for providing these utilities. Council requested that Tom Armstrong at McPherson and Thom be contacted and request their opinion on the Water Treatment Plant handling the water required for this development. We have still had no response from Glen Scott the Village Lawyer, regarding the final documents to settle the matter of the property owned by Gladys Phillips. Mayor Bath and Councillor Vooys will meet with Mrs. Gladys Phillips, Robert Phillips and Ralph Auestad and obtain in writing, that once the legal documents are received that they will be m agreement with these land rights. Brian McEvoy from Alberta Labour advised Council of the changes and explained the Safety Codes Act. Legislation was changed that combined 9 pieces of legislation into 1. The Village has 3 options with regards to the new changes: 1. They can opt out and the Province will look after, but any time that an inspection of any sort is needed the Village will be charged accordingly. This was fine with regards to building and development permits, how'ever could be quite expensive with regards to Fire Inspections. 2. Join the Commission, which is a group of Municipalities, that joined together to share Safety Code Inspectors. Could cost $350.00 plus the cost of the Safety Code Inspectors when used. 3. To become an Accredited Municipality. Cost $100.00. We could do this alone or possibly with other Municipalities sharing the cost. We can then decided whether to handle all inspections, i.e. Building Permits, Electrical, Plumbing, Fire etc., or we can have the Province handle all but the Fire Inspections, and make arrangements with a Safety Code Inspector ourselves. Council requested that Brian McEvoy draft 2 versions of a Management Plan needed to become accredited. One for becoming Accredited by ourselves and one for joining with other Municipalities. Brian advised that he would get these done and forward to us as soon as possible along with additional bulletins etc. We are required to do a 1996 General Assessment for the 1997 tax year. Councillor Umscheid made a motion that we appoint Reg Cusick as our Assessor for the General Assessment, Mayor Bath seconded. CARRIED.Discussion was held on the amount of water used on certain meters. Discussed the commercial use of water in the Village. Letters of Agreement are to be pulled and we will discuss this matter at the next meeting. Bill Brown advised that he was at the Milo Cafe for one hour using the Roto Rooter. A bill is to be sent to the Cafe. Council requested that a letter be sent to the Milo Development Co-op with a carbon copy to the Milo Cafe, advising them of the problems that dumping grease and scraps down the drains causes to the sewer lines. If this problem is not rectified, the Village will have no other choice than to bill the Milo Development Co-op for the next cleaning of the Main Sewer line due to grease build up. Mayor Bath advised that she has received several phone calls regarding the melting of the snow on the Village Roads, and that some Village residents are having problems with water entering their basements. It was discussed that we have removed some of the snow that was plowed to clear the streets, as this could be causing problems in some areas. However, that some of the areas in question, were due to snow melting from yards and around trees, that the Village has no control over. The team consisted of: Jennifer Bartsch, skip, Tammy Bushell, third, Erin Monner, second, and Morgan McMorris, lead, coached by Doug Bushell. The girls were billoted out in the Allan Watson School for the weekend. Opening Ceremonies were held in the Sportsplex on Thursday evening withr the 2500 athletes parading into the arena. The curling event started Friday morning with opening ceremonies there as well. All 8 zones were paraded onto the ice to the traditional bagpipes, as well as the first rock being thrown by the 1991 Canadian Winter Games Ladies representatives. The girls won their first game, the second game came down to last rock, and unfortunately they faced defeat. The next morning the girls were tied up coming home again, but without last rock so they lost that game as well. This took them out of the medal round. The fourth and fifth games were successful. All during the curling event, stats were kept on each stone thrown. Zone 1 finished the event in second place as far as percentage shots went. Other than 2 rocks, they could have easily come home with a medal. The event wound up with closing ceremonies at the rink and then everyone was off to the Sportsplex again for the final Closing Ceremonies where all the athletes were once again paraded into the arena. The weekend was a large undertaking, but a huge success for Lethbridge. All the athletes, coaches and fans enjoyed the competition. Zone 1 was represented well!! BROWNIE NEWS First Milo Brownies were hoping for nicer weather to do some things outside, but it seems March didn’t allow that to happen! Instead the girls were put to work inside, using their lively imaginations and constructed an assortment of very interesting articles, ranging from dolls to houses from a great assortment of materials. It is surprising what can be made from old socks, apple- pear wrappers, buttons,foil, etc.! They learned how to change batteries in a flashlight and also about the many ceremonies we all celebrate in our lives. Margaret Umscheid came in and helped the gilrs learn some first aid. We thank her very much for her knowledge and willingness to spend some time with us. Of course there is much anticipation with Easter fast approaching. The girls enjoyed making some little facecloth “bunnies" to take home and are anxiously waiting for the Easter party. They have invited some guests and so are quite excited about introducing these girls to Brownies. Until next time........................ Brown OwlCouncillors Comments These comments are my opinion or the way I see things and are definitly not county council policy or postion. I received a gold watch from county council for 9 years of service. It is very nice and something I will have for a long time. I really appreciate it and thank them very much. Your Council finely made some decissions at our Muncipal meeting on March the 20"th. so now we can have the county crew start getting things in place for spring work. The "Feed Lot Road" east of Mossleigh will be contracted out.I don't know if this is good or not as our engineers recommened we do it ourselves as there could be 4 or 5 feet of black dirt in the old road bed, not uncommon up in that area.Time will tell the tale as work progresses. The county crew will concentrate mostly on repair and maintenance. There are over a 100 culverts to be worked on or replaced. Because of this we have purchased a John Deere Hi Hoe for about $133,000.00. This was less than what we budgeted for. The culvert project will require some gravel so some of our gravel trucks will probably be taken off of the regular gravel haul occasionly. We have hired Dale Urbach as a temporary replacement for Tom Roberts. He appears to know his job and is working out quite wellso far. Applications should start coming in as we are advertising for a new administrator and hope to be able to choose one by the first of May and possibly start work by the first of July or sooner. The new Mossleigh Solid Waste building has been tended out and I believe construction should start soon. This facility will not be as elaborate as the one in Vulcan, but should serve the Arrowwood and Mossleigh area very well.The one that was planned for Milo won’t be built if the the land fill sight west of Milo goes ahead, as it appears it may do so.The local residents here will haul their garbage to the land fill directly. A fair ways for people east of town. The chain of command for the County is: Ratepayers elects Councillors, Councillors hire Administrator, Administrator hires Supervisors who in turn hire people for their department. The Council sets out policy and guidelines for the whole county and the administrator sees that each department follows the wishes of Council. That is a very important postion, In my opinion our former administrator had an adgenda somewhat different from that set out by council. When this situation occurs the supervisors have trouble knowing what to do. I did not like some of the things that were being done and did my best to get them corrected. The result of some of the discussions by all councillors ended up in the dismissal of Tom Roberts.Now some of the supervisors are having trouble adjusting to the new councillors ideas and plans.. When a county employe goes about their business in a county vehicle they are seen as "The County" in the eye of the public.Because of this visability it is important that they are seen as courteous and helpful as they go about their job. An employe who is not doing this gives the whole County of Vulcan a bad image. A very serious problem has come up over this and Rod Ruark and myself have done everything we possibly could do to have some sort of reprimand implemented. The vote was 7-2 to do nothing. As councillors we are responsible to the ratepayer. When peoplecome to council with a serious complaint, do nothing is not the answer. I wonder how many county ratepayers know what their councillors are doing. So far we have spent over $1000 in legal fees to try and stay out of court over an incident concerning a trucking company who did not like one of our employes high handed style. The end of this incident is not likely to be favorable to the county. I am very disappointed that things have gotten so far out of hand. When people break the law they may deserve to be ticketed but they also have rights to If the local R.C.M.P. do not see fit to spend a lot of their time enforcing provincial traffic laws day and night I do not see why this council can allow a county officer to do so. Money is tight these days and I feel valuable man hours and equipment are being wasted doing work that in most cases is of no benifit to this county, either finanically or as improving our public image. When ticketed for a Provincial traffic infraction the Province gets the money. We spend our limited resources to enforce something that does not have any benfit to this county. I have argured this point for several years and this past month I have finely gotten some support from other councillors. If you feel as I do about this please let me know. If you don't what do you feel should be done? Grant Lahd. The grades 8&9 campers had just gone to bed. Mummy bag hoods covered all of their heads. Wrapped so tightly they couldn’t hear a sound, Like if a bear were to come sniffing around. And for one young camper it was a night she’d never forget. When she went to the bathroom, she got more than she had bargained for and bet. For all was well, and all was right, Until that Very treacherous night. It was a calm, cool night when she awoke. She gave no thought to what did provoke. All she knew was that Mother Nature was screaming, So she grabbed her flashlight and zipped open the tent screening. She had just reached the outhouse when there was a rustling in the bush. She paid little heed and proceeded to push. The door gave way easily and she settled herself on the seat. That’s when she heard the thundering beat. There w
