La autoridad de los inspectores de educación: auctoritas y potestas

Educational Inspection is an institution with almost 170 years of history that traditionally has enjoyed credibility and influence, endorsed by the knowhow and good works of its inspectors. Furthermore, from the mid twentieth century, these government workers legally boast the category of Public Authority. In this article we highlight the concepts of Auctoritas and Potestas, which describe the notion of authority of the Educational Inspectors and we carry out a theoretical revision of the current legislation by showing its impact in six Spanish Autonomous Communities. In addition, we examine scientific works by authors of reference. We can conclude that the legal authority does not necessarily implicate a moral authority, and in order for it to be reached, it appears necessary to obtain a solid training in Pedagogy by the Educational Inspectors, and at the same time a constant update in diverse fundamental elements of the scholastic actuality. In this work, we process the authority of the Inspector staff from a perspective that encourages the reflection on the profile that should characterize these public workers with their performances and interventions.La Inspección educativa es una institución con casi ciento setenta años de historia que tradicionalmente ha gozado de credibilidad y poder, avalados por el saber y buen hacer de sus inspectores. Además, desde mediados del siglo XX, estos funcionarios ostentan legalmente la categoría de autoridad pública. En este artículo tratamos los conceptos de auctoritas y potestas que configuran la noción de autoridad de los inspectores de educación y realizamos una revisión teórica de la normativa vigente en una muestra de seis comunidades autónomas españolas, así como también examinamos obras científicas de autores de referencia. Podemos concluir que la autoridad legal no implica necesariamente una autoridad moral, y que para alcanzarla parece preciso una sólida formación en Pedagogía por parte de los inspectores de educación, a la vez que una actualización constante en diversos elementos fundamentales de la realidad escolar. En esta obra, tratamos la autoridad que ostenta el personal inspector desde una óptica que propicie la reflexión en cuanto al perfil que debe caracterizar a estos funcionarios públicos con sus actuaciones e intervenciones
