STUDI EVALUASI PENGELOLAAN SAMPAH DENGAN KONSEP 3R (STUDI KASUS : KEC. CILANDAK, JAKARTA SELATAN)

The Evaluation Study of Solid Waste Management using 3R Concept (Case Study : Cilandak District, Southern Jakarta). The conventional system (collection-transport-dumping) of waste management nowadays makes more dependency of landfill. Otherwise, the quantity of landfill is getting rare. In order to reduce the amount of waste, that will be dump in landfill, the application of waste management based on 3R concept (reduce, reuse, recycle) near the source of waste is one of the applicable solutions. The purpose of this research is to find out the generation rate of waste, composition of waste, and the existing waste management system in order to design the waste management based on 3R concept suitable with the existing social condition. The sampling methods used SNI 19-3964-1994 (standard for the sampling of solid waste) and to estimate the population used Geometric Methods because of its high accuracy. In 2007, the population of Cilandak District is about 154.890 people with the generation of solid waste approximately about 430,6 m3/day and the generation rate of solid waste about 2,78 liter/people/day. About 92,26% source of waste is coming from residential (domestic solid waste) with the composition about 64,07% organic waste and 35,93% non-organic waste. The chemical compostion was water content about 80,56%, ash content about 3,96%, energy content about 3826 cal/g, Nitrogen about 0,81% and Phosphor about 418.12 ppm. Abstract in Bahasa Indonesia:Pengelolaan sampah saat ini masih mengandalkan sistem konvensional yaitu kumpul-angkut-buang sehingga masih bergantung pada tempat pembuangan sampah (TPA) sedangkan TPA yang tersedia sangat terbatas sesuai dengan umur pakai. Salah satu upaya yang dilakukan untuk mengurangi beban dalam penanganan sampah yaitu dengan mereduksi volume sampah baik dari sumber maupun di tempat pengolahan sampah. Konsep daur ulang sampah atau yang biasa disebut juga dengan 3R (Reduce, Reuse, Recycle) merupakan salah satu solusi yang dapat dipertimbangkan, sehingga nilai ekonomis yang masih terkandung di dalam sampah dapat dimanfaatkan. Dalam melakukan studi evaluasi pengelolaan sampah perlu dilakukan penelitian untuk mengetahui volume timbulan sampah, komposisi sampah dan kondisi eksistingnya. Metode sampling menggunakan SNI 19-3964-1994 dan untuk menghitung proyeksi jumlah penduduk digunakan metode Geometrik. Pada tahun 2007, jumlah penduduk di Kecamatan Cilandak sebesar 154.890 dengan volume timbulan sampah sebesar 430,6 m3/hari dan laju timbulan sampah sebesar 2,78 liter/orang/hari. Sumber sampah yang dihasilkan wilayah Kecamatan Cilandak sebesar 92,26% berasal dari permukiman (sampah domestik) dengan komposisi organik sebesar 64,07% dan anorganik sebesar 35,93%. Komposisi kimia untuk kadar air sebesar 80,56%, kadar abu sebesar 3,96%, nilai kalor 3826 cal/g, Nitrogen sebesar 0,81% and Phosphor sebesar 418.12 ppm
