The purpose of this synthesis is to document the state of the practice for transit agencies in terms of fare arrangements for public employees. Results of a cross-section survey of transit agencies in North America yielded information on important issues such as leadership of the program; barriers, obstacles, and constraints; administrative procedures; implementation; lessons learned; cost, financing, and pricing; and program evaluation. Thirty-one completed surveys were received from 43 transit agencies, yielding a 72% response rate.
