In this paper, a new transit assignment model is proposed for the problem of determining route choice and predicting passenger flows on transit networks. The model takes into account the effects of capacity restraint and elastic line frequency. A stochastic user equilibrium model with congestion and elastic line frequency is proposed and the equivalent mathematical programming problem is also formulated. A fixed point problem with respect to the line frequency is devised since the passenger waiting time and line capacity are dependent on the line frequency.
