Peranan Penghulu Dalam Membina Lembaga Kemasyarakatan Rukun Tetangga dan Rukun Warga di Kepenghuluan Pekaitan Kecamatan Pekaitan Kabupaten Rokan Hilir

In the Rokan Hilir District Regulation No. 2 of 2009 concerning guidelines for organizing the organization and work procedures of the government in Article 3, it is explained that the Head of Office is acting as the executor of the initial government, Penghulu has the task of organizing government, development and community affairs. In this case, it is the responsibility of the headmaster to provide guidance to the Rukun Tetangga Community Institution and the Pillars of Citizens to run well. In line with the objectives of this researcher, the authors would like to see that the funding given by the headmaster goes well to find out the inhibiting factors faced in fostering community organizations in the neighborhood and the pillars of the community. As for the indication of the lack of responsiveness of the neighborhood association and the community unit in carrying out environmental security functions, we can see that there is still a working environment in the neighborhood and the community groups where there is no patrol post, indicated that there is less guidance from the village leaders in building community organizations and neighborhoods. the involvement of Pekaitan Subdistrict Relations in Rokan Hilir Regency even though this guidance is very important as a form of coaching as a Kepenghuluan performance. As for the population and sample of this researcher, there were 15 neighborhoods and 11 people. The sampling technique used is the census. The types and sources of data used are primary and secondary. While the technique of collecting data through questionnaires questionnaire, observation, documentation and interviews. After the data is obtained and then grouped according to data, then quantitative calculations are performed. In this study the authors explain several indicators that will be used in this study, namely, verification of instructions, provision of education and training, giving guidance, giving direction, and giving instructions. And for the size of the variables in this study the author divides into three categories of assessment, namely: having a role, quite a role and lacking in role. Based on the results of this study about the role of the head of building neighborhood organizations and pillars of residents in the sub-district linkages, there are enough plays a role with a percentage range of 50%. So the author hopes that the government will be better able to foster community institutions, especially neighborhood groups, and to get better citizenship
