WCU has begun a comprehensive master planning process to create a road map that is expected to guide the physical development of the campus over the next decade and influence relationships between university functions, facilities, and personnel well into the early twenty-first century. Woolpert LLP, an architectural and planning firm with extensive experience and a national reputation in campus master planning, has been engaged to lead in the process. A twenty-one-member university-wide task force has been assembled to provide assistance and advice. Chancellor John Bardo calls the master planning project "an undertaking of extraordi­nary importance to the university's future." And it is something that is long overdue, Bardo said. "The last time that Western Carolina University undertook a formal and complete study of its physical plant was in 1972, which means that none of the students currently on our campus, with the exception of some of our non-traditional students, had even been born," Bardo said at the organizational meeting of the task force in September. "Without a comprehensive master plan, things tend to grow and develop on a campus by whatever feels right, by whatever the intelligent people sitting at the table believe will work," he said. "The problem with that kind of growth is that it may or may not have any coherency to it." C.J. Carter, vice chancellor for business affairs, underscored to the group that its work will be of the utmost importance to the future development of Western. "A lot of plans formulated by a lot of committees sit on a shelf and collect dust. This will not be one of those plans. This is a plan that will be used and that will make a difference," Carter said. "It will have a tremendous influence on what kind of facilities we develop and where they are located. It will have real impact on where we park, where we drive, where we walk, where we study, and where we sleep." Development of a comprehensive master plan should link the university's facilities to its long-term hopes and dreams—to new academic pro­grams, additional student life ventures, and expanded recreational and athletic opportunities, Bardo said. Among the issues to be examined by Woolpert and the task force are the implications of program­matic aspirations on the physical plant. Consider­ations would include the location of classrooms and offices for new academic programs; the siting of new facilities; land use; pedestrian and vehicular flow, including sidewalks, roads, and parking; utility infrastructure; technology infrastructure; environ­mental impact; and the aesthetic and functional values of campus architecture. The master planning process, expected to be complete by September 1999, will have six phases: * Strategy develop­ment— Introductory meetings of the con­sultants and task force members to lay the continued on page 2 Open campus forums on master planning are scheduled for 2-3 p.m. and 7-8 p.m., Wednesday, October 14, in th e Cherokee Room of Hinds University Center. Map, continued foundation for the work ahead. * Information gathering—In-depth examination of the campus, campus inter­views, and open forums for input from the entire campus community. * Design framework and programming— Analysis of space utilization and space needs across campus. *Plan development—Drafting of several alternative master planning concepts, with additional open campus forums, and selection of and preparation of campus master plan. implementation program develop­ment— Detailing how the plan will be put to use, including cost estimates for implementing its findings and recommendations. * Documentation—Compilation of the complete master plan report and executive summary, and publication in both print and electronic formats. The introductory phase of the process has been completed, and consultants from Woolpert LLP are scheduled to conduct campus interviews Wednesday, October 14, through Friday, October 16. Open campus forums are scheduled from 2 until 3 p.m. and from 7 until 8 p.m. Wednesday, October 14, in the Cherokee Room of Hinds University Center. Master planning consultants will have quarters set up in the Private Dining Room of the University Center for the duration of their campus visits, and will be available to anyone who would like to stop in and talk to them. Future visit dates and open campus forums will be announced at a later date. Farris, academic adviser and counselor at WCU's Cherokee Center since 1979, has been promoted to director of the off-campus resident center that provides educational services and cultural activities to the Eastern Band of Cherokee Indians. Farris succeeds Lawrence Arney, who directed the Cherokee Center for more than fifteen years before his retirement. "His knowledge of the Cherokee community, understanding of the university, and demonstrated skills as mentor for students of all ages make Jim Farris the logical person to become the center's second full-time director—and the first enrolled tribal member to hold that position," said Oak Winters, dean of the Division of Continuing Education and Summer School, which administers the Cherokee Center. Farris is a graduate of WCU, earning his bachelor's degree in early childhood educa­tion in 1979 and his master's degree in school counseling in 1983. While a student at Western, he helped found the Western Carolina Native American Student Association, a group which has again become increasingly active over the past few years. • Jane Adams-Dunford joined WCU's staff in September as director of multicultural affairs and special student populations in the Division of Student Affairs. Adams-Dunford, formerly director of multicultural and disabled services at Cameron University in Lawton, Oklahoma, will oversee the university's efforts to provide support and programming to African-American, Native-American, Hispanic, and disabled students. "Jane brings unusual breadth to the position, with more than eight years experience at Cameron University in a similar capacity," said Robert Caruso, vice chancellor for student affairs. "She has developed and facilitated workshops and seminars for students and faculty addressing multiculturalism, cross-cultural communications, disability awareness, leadership skills and male/female relationships, and she initiated a multicultural career fair at Cameron." Combined Campaign Seeks Partners in Giving Members of the WCU community will soon be asked to become "Partners in Giving" through the annual North Carolina State Employees Combined Campaign. The campaign is the only officially sanctioned fund drive conducted on campus, and is designed to give WCU faculty, staff, retirees, and students an opportunity to contribute to hundreds of charitable organiza­tions through a single campaign. "Think of it as one-stop shopping for charitable giving," said Bill Studenc, assistant director of public information, who is coordi­nating the 1998-99 campaign, assisted by Linda L.C. Riouff, assistant dean for student development. "Instead of more than 1,200 agencies coming to Western employees one at a time seeking our help, the campaign provides a more orderly way for these organizations to ask for our assistance. And the payroll deduction option makes it even easier to give." In addition to the numerous local agencies that are part of the SECC—including several that receive funding through the Jackson County United Fund—the campaign also benefits a wide variety of charitable organiza- ••••••••••••••• CAMPAIGN ••••••••••••••• tions that conduct work across the region, state, nation, and world. A kick-off event for the university's campaign solicitors is set for 3 p.m. Monday, October 19, in the Grandroom of the Hinds University Center. Solicitors are asked to attend the brief meeting to receive campaign materials and additional information. Refresh­ments will be served. Completion date for the campaign is Tuesday, November 10. The university community's contributions for 1997-98 topped $30,000, and campus campaign organizers are hoping to surpass that amount this year. For more information, call 227-7397. • Sna Jtz'ibajom, a social-activist theatre troupe from Chiapas, Mexico, will perform at WCU on Friday, October 16, at 7:30 p.m. in the Mountain Heritage Center's Founders Auditorium. The troupe is made up of Mayan actors and writers from San Cristobal de las Casas, a sister city of Asheville. The production centers on the Zapatista uprising of 1994, giving insight into the problems of Mayan culture in modern-day Mexico. Robert Laughlin, curator of anthropology at the Smithsonian Institution and a noted Mayan scholar and linguist, will lead a discussion following the performance. Admission is free for the event. For more information, call 227-7494. • The newly formed Western North Carolina World War II Roundtable holds its first meeting at 7 p.m., Monday, October 19, in the Red Oak Conference Room of Ramsey Library on the UNC-A campus. Moderator for the discussion group will be David Dorondo, assistant professor of history and a specialist in World War II history, who also will make a presentation titled "An Army of Ghosts: Nazi Propaganda and War's End." Dorondo hopes the group will attract a varied audience includ­ing students, history enthusiasts, and WWII veterans. Each meeting will feature a speaker addressing one aspect of the war and also will include veterans talking about their personal experiences. It's the Royal Hanneford Circus rolling in to the Ramsey Center, Tuesday, October 20.
