Eighty-five percent? Eighty? Seventy-five? The answer is somewhere between sixty-four and seventy percent, according to Peggy Queen, payroll clerk in the controller's office. But how about the thirty to thirty-six percent of your check that doesn't go home with you? Here's a look at how your payroll deductions are carried out, and some helpful ways you can use payroll deduction services. Each month, Ms. Queen and fellow payroll clerk Wendy Cagle send to the state's central payroll office in Raleigh a list of all payroll "transactions" that are to take place between WCU employees and the state. Computers in Raleigh make the deductions and print the checks, which are then sent to Cullowhee. Certain deductions are required and are subtracted automati­cally. These are federal, state, and social security taxes, as well as retirement contributions. The amounts deducted for federal and state taxes are based on the number of exemptions you claim on your withholding forms, which are filed with the Payroll Office. If you are interested in changing the amount of your federal or state tax deduction, see Ms. Queen or Ms. Cagle or call 227-7308. They can help you figure the effect the change would have on your take-home pay. Predetermined percentages of your gross income are deducted for retirement and social security— six percent of your monthly gross for retirement and 7.65 percent for social security. That means, for example, that if your monthly salary before taxes is $1,000, your deduction each month for pay CHECKI retirement is $60, and for social security, $76.50. The only remaining mandatory deduction for Western employees is a minimal charge for the university infirmary, which you see listed as "medical fees" on your check stub each month. Beyond these requirements, all other deduc­tions are optional and are arranged primarily through offices or agencies other than the controller. For example, the following deductions can be arranged through the Personnel Office. • Costs for medical and life insurance through the State of North Carolina • Membership in the State Employees Association of North Carolina (SE ANC) • Special retirement arrangements like Teachers Insurance and Annuity Association-College Retirement Equities Fund (TIAA-CREF) In addition, through the State Employees Credit Union in Sylva, you can arrange payroll deductions for these purposes: • Deposits to savings accounts • Payments on personal loans from the credit union Also, during the annual State Employees Combined Campaign, you can sign up on campus for payroll deductions to make contributions to service organizations such as the United Way. If you like, the payroll staff may also be able to have your monthly earnings deposited directly with your bank or the credit union, so that you don't have to make the deposit yourself. With direct deposit, your money normally is available in your checking account at 9 a.m. on payday. The payroll staff can also set up payroll deduction for you to purchase United States Savings Bonds. For information on other deductions, call the Payroll Office at 227-7308. - Joey Price News briefs THE UNIVERSITY'S UPWARD BOUND PROGRAM RECEIVED $171,824 in funding from the U.S. Department of Education to continue working with underprivileged youths. Upward Bound, administered by TRIO Programs, attempts to identify students of average and above-average abilities from low-income families and help them develop their potential. The program identifies first-generation youths with potential for post-secondary education and provides academic and counseling services to help the students complete high school and go on to a university or community college. The funding provided by the U.S. Department of Education represents the second-year of the program's three-year funding cycle. A JOINT ENGINEERING TECHNO­LOGY PROGRAM has been announced by WCU and Asheville-Buncombe Tech­nical Community College. The program, to start in August, will offer studies leading to bachelor's degrees in electron­ics engineering technology, industrial technology, and manufacturing engineer­ing technology. Students who have com­pleted an associate degree in engineemg technology at A-B Technical Community College or at another technical or com­munity college will be eligible to apply to WCU for admission into the program. Western will provide the faculty and the curriculum and will award the degrees. All classrooms, laboratories, and other facilities will be provided by A-B Tech. The partnership has been planned by the two institutions over the past two years. Students with an associate degree who are admitted to the program will enter with sixty to sixty-four hours of credit. They will be required to complete twenty-four to thirty additional hours of general education courses and forty-two to forty-five hours of upper-division-level instruction in technology. Papers, presentations, and publications • John Creech (Hunter Library) published a review of two titles on environmental concerns in the June 1 issue of Library Journal. The titles are the Complete Book of Home Environmental Hazards by Roberta Altman and Earthright by H. Patricia Hines. • Dr. Mario Gaetano (Music) published an article entitled "The Beginning Mallet Player" in the May issue of the North Carolina Music Teacher. • Dr. Paul A. Heckert (Chemistry and Physics) presented a paper entitled "Optical Photometry of the Active Chromosphere Stars: UZ Lib, HD 220140, and BD+611211" at the meeting of the American Astronomical Society in Albuquerque, N.Mex., June 11-15. Charles Mooney, a 1990 Western graduate in physics, co-authored the paper. Heckert also published a scientific article entitled "1988 and 1989 UBV Photometry of BD+611211" in the March 26 issue the Information Bulletin on Variable Stars. • Dr. James J. Kirk (Human Services) presented a paper titled "Strategic HRD Academic Advising" at the Human Resource Development Professors Network's conference held May 5 in Orlando, Fla. The paper will be the basis for a chapter on student advising in a book to be published in 1991 by the American Society for Training and Developing. • Jane Perlmutter (Elementary Education and Reading), with A.D. Pellegrini, L. Galda, and G.H. Brody, published an article entitled "Joint Reading between Black Head Start Children and Their Mothers" in the April issue of Child Development. • Dr. Frank T. Prochaska (Chemistry and Physics) presented a paper entitled "Infrared Spec­trum of Sulfuric Acid HS02H" at the Ohio State University Spectroscopy Symposium in Columbus, Ohio, June 4-8. Matthew A. Fender (Chemistry and Physics) was the paper's principal author. • Dr. Keith A. Robinson (Health, Physical Educa­tion, and Recreation) presented a paper entitled "Ultrastructure of coronary arterial endothelium in atherosclerotic swine suggests lipid retro-endocy-tosis" at the annual conference of Scanning Microscopy International in Bethesda, Md., May 7. The manuscript is under review for publication in Scanning Microscopy. Robinson also is the co-author of two publica­tions that appeared in the March issue of Circula­tion, a medical journal. These multi-author papers describe work that was performed when Robinson was a research associate in the School of Medicine at Emory University in Atlanta, Ga. The titles are "Trapidil in preventing restenosis after balloon angioplasty in the atherosclerotic rabbit" and "Intracoronary stenting during percutaneous trans­luminal coronary angioplasty." • Dr. Edwin Vassian (Chemistry and Physics) presented a paper entitled "Friedel-Crafts Acyla-tion of a Quasi-Aromatic Planar Heterocycle Containing Nickel" at the middle-Atlantic regional meeting of the American Chemical Society in Morristown, NJ., May 21-27. • Dr. Max R. Williams (History) published an article entitled "The Johnson Will Case: A Clash of Titans" (Part I) in the April issue of the North Carolina Historical Review. Other activities • Dr. Charles M. Ambrose (Chancellor's Office) has been named a higher education regional reporter for the School Law Reporter, a monthly publication of the National Organization on Legal Problems of Education. The School Law Reporter provides citations for all school law and higher education decisions reported by state and federal courts. • Dr. John Alan Beegle (Accounting and Infor­mation Systems) was one of seventy-one invited participants in the American Accounting Associ­ation's 1990 conference on professionalism and ethics, held May 17-19 in Atlanta, Ga. • Bruce S. Boggs (Center for Improving Mountain Living) was appointed recently by the North Carolina Rural Economic Development Center to the advisory committee for a tourism-employment analysis to be conducted by Dr. John Wade and Dr. Steve Jarrell (Economics and Finance). Previously, Boggs assisted the Rural Center in developing plans for this project. • Jo Ann Hickey (Sociology) was in Atlanta, Ga., during May to attend a Chautauqua course that examined ways in which information from the 1990 census can be a resource for college teachers. Chautauqua courses, funded by the National Science Foundation, provide opportunities for scholars in scientific fields to meet intensively with undergraduate college teachers, communicat­ing new ideas directly to the instructors. • Dr. Gayle Miller (English) received a grant from the National Endowment for the Humanities to study at Cornell University June 17-August 11. She is attending a course entitled "Narrative and Synthesis in Medieval Book Illumination." • Dixie L. Watson (Computer Center) was "Hon­ored Alumnus" and guest speaker for the spring commencement exercises at Southwestern Com­munity College on May 24.
