Information Technology for Humanitarian Assistance, Cooperation, and Action (ITHACA) is developing a worldwide early warning system for flood events (Albanese et al. 2008). The system collects rainfall data from NASA Tropical Rainfall Monitoring Mission website every 3 h, processes them, and compares them to historical data series to detect an alert level for each basin.
