AbstractUsing qualitative data from four regions of Colombia, this study explores the sources of legitimacy which teacher education programs in e-learning have to respond. Results suggest that regional institutions in charge of teacher education programs respond to forms of legitimacy that are accepted in their regions, but not necessarily coincides with practices which have high legitimacy at national level. Legitimacy at the regional level (State/Province/Department) comes from traditions and folk perspectives of pedagogy and e-learning that do not coincide with the perspectives held by policy-makers at the national one.
