The research aims to describe and analyze strategies and factors determining a successful implementation of open JPTP fulfillment policy to improve leadership competence in the area of Gorontalo Government. The research applied the qualitative method and the data collection techniques included observation, in-depth interview analysis, documentation study, and focus group discussion.
