Article 33 of the 1945 Constitution of the Republic of Indonesia states "The earth, water and natural resources contained therein are controlled by the State and used for the greatest prosperity of the people". In this article, "water" as an object is controlled by the State. The words "mastered" by the "State" in Article 33 are the basis for the interpretation of the concept of state management. The first laws applying the concept of state management is the Law No. 5 of 1960 concerning Basic Regulations on Agrarian Principles (hereinafter referred with UUPA).
