Despite increasing investment by governments globally, citizens in some countries are less willing to engage with e-government innovations. While previous studies have examined what might encourage citizens to adopt e-government services more broadly, further research is required to understand those factors that impede or enable e government adoption in countries that have, or are in the process of, transitioning to democratic self-rule.
