The problem which this paper discussed is that of possible reasons why the different Nigerian educational systems introduced has not been functional at the different levels. The result of each system that has been introduced is failure in realizing the objectives and expectations of its introduction. In most of the instances blame for failure has been attributed to bad implementation. But beyond the factor of implementation this paper highlighted at least five constraining factors which if not corrected may not allow any educational system introduced to become functional.
