ESTRUTURA E DINÂMICA DO FLUXO COMERCIAL BRASILEIRO DE BENS DE CAPITAL NO PERÍODO 1989-2016

The objective of this article is to analyze the structure and dynamics of the Brazilian trade of capital goods between 1989-2016. The knowledge of the trade allows to provide subsidies for the Government and the private sector to build strategies and earmark resources to increase the insertion of Brazil in the world market. Data was extracted from Word Bank Data and Word Integrated Trade Solution (WITS). For the analysis were used structural indicators, which reflect the weight and composition of the trade pattern; and dynamic indicators that measure the comparative advantages of the country in the sector. The results show that capital goods carry great weight in the national trade pattern. The amount imported increased significantly in the period, and exports increased, but at lower rates, accentuating the structural deficits in the trade balance of the sector. The analysis of the comparative advantage indexes of Lafay and Vollrath indicates that the disadvantages presented by Brazil in the sector of capital goods have deepened with the commercial opening, intensifying from 2003. O objetivo do artigo é analisar a estrutura e a dinâmica do fluxo do comércio brasileiro de bens de capital entre 1989 e 2016. O conhecimento do comércio do setor permite construir subsídios para o Governo e o setor privado arquitetarem estratégias e direcionarem recursos para aumentar a inserção do Brasil no mercado mundial. Os dados foram extraídos do Word Bank Data e do Word Integrated Trade Solution (WITS). Para a análise, utilizou-se de indicadores estruturais, que refletem o peso e a composição da pauta comercial; e indicadores dinâmicos, que mensuram as vantagens comparativas do país. Os resultados mostram que os bens de capital possuem grande peso na pauta comercial nacional. O montante importado aumentou significativamente no período, e as exportações aumentaram, mas com taxas menores, acentuando os déficits estruturais no saldo comercial do setor. A análise dos índices de vantagens comparativas de Lafay e Vollrath indica que as desvantagens apresentadas pelo Brasil no setor de bens de capital se aprofundaram com a abertura comercial, intensificando-se a partir de 2003
