In 2010, 42 million people worldwide were displaced from their homes as the result of environmental factors. These “environmental migrants” lack international recognition and have no recourse to the protections of the international refugee regime. Given Canada’s history of international refugee resettlement, this paper examines Canada’s past and potential response to environmental migrants. Evidence reveals that the Canadian government relies on ad hoc, temporary measures, and that clear, long-term policy measures for issues surrounding forced migration due to environmental events are unlikely.
